§ 1044.14 BILLING; RATES AND CHARGES.
   (a)   Commencing on August 1, 1993, billing statements for sewer charges shall be sent to each user (customer) by the municipality on a monthly or quarterly basis, and such billing statements shall advise each such user (customer) that the monthly sewer charges reflected in such billing statement shall be paid within 15 days of the billing date appearing on such billing statement in order to avoid a penalty amounting to 10% of the total amount billed, which penalty shall be plainly noted on each such monthly billing statement.
   (b)   The rate charged to users (customers) of the municipal sewer system shall be based on monthly water usage metered or sewer discharge or a figure determined by any combination of the foregoing, and the same shall be as determined from time to time by Council.
   (c)   The monthly charges provided for in division (b) hereof shall be deemed minimum monthly charges, and the same shall be billed and paid even if there is no monthly usage so long as the subject user’s (customer’s) water service account remains open.
   (d)   Any users (customers) of the municipal sewer system discharging high-strength wastewater shall be charged an additional fee for the added cost of handling the unusual waste and the same shall be as follows.
      (1)   Biochemical Oxygen Demand (BOD) - surcharge as determined by Council.
      (2)   Suspended Solids (SS) - surcharge as determined by Council.
   (e)   Any user (customer) of the municipal sewer system or any other person dumping septic tank or scavenger wastes at the municipal wastewater treatment plant or at any other place designated for such dumping will be charged a fee for the handling of those wastes as determined from time to time by Council.
