(a) Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000.00) or imprisoned not more than six months, or both for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.

(b) A failure to comply with any provision of § 1044.13 shall result in a charge against the person or premises so failing to comply in the amount of one thousand dollars ($1,000.00) for each offense. In addition, such person or premises shall be liable for any damage that occurs to the system as a result of such failure to comply. Each such failure is hereby declared to be a separate and distinct offense and charges shall be levied accordingly. Such charges shall be collected by the municipality in the same manner as all other charges set by the municipality.
