3-1-2: LICENSE REQUIRED; FEES ENUMERATED:
All persons engaged in any business hereinafter listed shall, before commencing business and, if appropriate, annually thereafter, as provided in section 3-1-4 of this chapter, secure a license from the village clerk/treasurer therefor, and shall pay a license fee according to the following schedule and rates:
   A.   Circuses, at the rate of one hundred dollars ($100.00) per day.
   B.   Carnivals, at the rate of one hundred dollars ($100.00) per day.
   C.   Cane racks and other novelties at the rate of five dollars ($5.00) per day for each concession operated.
   D.   Concerts and traveling exhibition shows of all kinds or description, and all public exhibitions or amusements of any nature or kind whatsoever, at the rate of twenty five dollars ($25.00) per performance.
   E.   Amusement shows, cattle shows, horse shows, rodeos, automobile shows, equestrian exhibitions and dog shows, at the rate of twenty five dollars ($25.00) per day.
   F.   Sparring, boxing and wrestling exhibitions at the rate of twenty five dollars ($25.00) per performance. (1976 Code § 9-3-2)
   G.   Permanent skating rinks, ice or roller, at the rate of fifteen dollars ($15.00) per annum, or one dollar ($1.00) per one thousand dollars ($1,000.00) of gross receipts, whichever is higher. (1976 Code § 9-3-2; amd. 2000 Code)
   H.   Portable skating rinks, ice or roller, at the rate of fifty dollars ($50.00) per month, payable quarterly in advance.
   I.   Public dances, other than those given by fraternal or charitable organizations, at the rate of ten dollars ($10.00) per night; provided, the owner or promoter must secure the service of one or more officers as may be required by the chief of police to police all public dances of whatsoever nature.    J.   Dance halls operated one night per week or more often at the rate of thirty five dollars ($35.00) per annum; provided, the owner or promoter must secure the services of one or more officers as may be required by the chief of police to police all public dances as of whatever matter.    K.   Shooting galleries, at the rate of fifty dollars ($50.00) per annum, payable quarterly in advance.
   L.   Fortunetellers, clairvoyants, palmists, phrenologists and all like professions and businesses, at the rate of twenty five dollars ($25.00) per day.
   M.   Billiard and pool halls, at the rate of twenty dollars ($20.00) per table, per annum.
   N.   Domino tables, at the rate of five dollars ($5.00) per table, per annum.
   O.   Bowling alleys, at the rate of one dollar ($1.00) per thousand per annum gross volume of business done or five dollars ($5.00) per alley, per annum, whichever is greater; but provided, that the minimum fee shall be twenty five dollars ($25.00).
   P.   Taxis, rent cars, trucks and all other vehicles used for hire or contract of any nature, at the rate of fifty dollars ($50.00) per annum, for the first two (2) vehicles or less used; for each additional taxi, rent car, truck or other vehicle, where more than two (2) are used, at the rate of ten dollars ($10.00) per annum.
   Q.   Peddlers, other than residents of the County, selling farm products and meats of their own raising, at the rate of twenty five dollars ($25.00) per day.
   R.   Keepers of street stands, at the rate of five dollars ($5.00) per day.
   S.   Bill posters and bill posting companies, at the rate of ten dollars ($10.00) per annum.
   T.   Billboards, maintained by bill posting companies and space rented to others, or maintained by a concern other than at their respective places of business, at the rate of five dollars ($5.00) per panel, per annum.
   U.   Advertising signs, owned and maintained by anyone other than the owner of the business advertised, and rented or leased to the business advertised, but affixed to the building occupied by the business as advertised, at the rate of one dollar ($1.00) per square foot of area, per annum.
   V.   Signs of all kinds on or partially on sidewalks, streets, alleys or parks, abutting on property of one other than the owner of the signs, at the rate of five dollars ($5.00) per annum; provided however, that an application must be presented to and be granted by the Board of Trustees to maintain a sign on any public property.
   W.   Public scales, at the rate of five dollars ($5.00) per annum.
   X.   Itinerant doctors, dentists, corn doctors and masseurs, at the rate of twenty five dollars ($25.00) per week.
   Y.   Whiffle boards, shuffle boards, automatic marble or pool tables, pinball machines or other instruments or devices or things whatsoever, not forbidden by law to operate, for which money is charged or used for paying or operating, requiring one cent ($0.01) to play or operate, at the rate of five dollars ($5.00) each per annum, devices requiring five cents ($0.05) at the rate of seven dollars fifty cents ($7.50) each per annum; devices requiring over five cents ($0.05) at the rate of fifteen dollars ($15.00) per annum; with the following exceptions to the above rates: mechanical music playing machines at the rate of fifteen dollars ($15.00) each per annum and coin-operated cigarette dispensing machines at the rate of ten dollars ($10.00) each per annum; provided however, that the maximum license fee for operating of cigarette dispensing machines shall be two hundred fifty dollars ($250.00) for twenty five (25) or more cigarette dispensing machines. Automatic vending machines selling candy, gum, nuts or like items, other than cigarettes, shall pay the following rates: those requiring one cent ($0.01) to operate, three dollars ($3.00) per annum; those requiring five cents ($0.05) to operate, five dollars ($5.00) per annum, and those requiring over five cents ($0.05) to operate, ten dollars ($10.00) per annum; provided however, that whenever any coin- operated device of any nature as licensed under this Section is wholly owned, free of liens and encumbrances by the owner of the establishment or premises where the device is located, then no separate license shall be required for the device in the event the owner of the premises shall include all receipts from the operation of the device in his statement of gross volume done as required hereunder and shall pay the full occupation tax or license fee, as the case may be, required hereunder for the operation of the establishment or premises. Nothing in this subsection shall be construed to require the licensing of any of the automatic vending machines hereinabove mentioned when they are owned or operated by any bona fide nonprofit civic, service, fraternal or religious organization.
   Z.   Parades, sound trucks, cars or vehicles and all kinds of street demonstrations for advertising purposes, ten dollars ($10.00) per day.
   AA.   Itinerant photographers, at the rate of twenty five dollars ($25.00) per day. (1976 Code § 9-3-2)
   BB.   Those persons selling goods or services within the Village who do not maintain a place of business within the Village, the rate of thirty five dollars ($35.00) per annum will be assessed; provided, that mere delivery does not constitute sales of goods or services.
