The Commission may recommend to the City Council the designation as a historic property, any individual building or group of buildings, objects, sites or geographical areas it deems to be important to the history, culture, and heritage of the city. The following shall define both the categories of designation and the criteria for local designation of historic properties as contained in this section:
(A) Categories of designation.
(1) Camden Historic Landmark. This is the most prestigious and most restrictive designation. It requires an age of at least 100 years or more and, of the criteria for local designation under § 158.061(B), must satisfy criteria Nos. 1 and 4 as well as either Nos. 2 or 3 and either Nos. 5, 6, 7.
(2) Camden Historic Site. This designation shall require an age of 50 years or more and, of the criteria for local designation under § 158.061(B), must satisfy criteria No. 1 in addition to any one of No. 2 through No. 10.
(3) Camden Archeological Site. This designation shall require an age of 50 years or more and, of the criteria for local designation under § 158.061(B), must satisfy criteria No. 1 in addition to either No. 2 or No. 10.
(B) Criteria for local designation of historic properties:
(1) Has significant inherent character, interest or value, as part of the community development or heritage; or
(2) Is the site of a significant historic event; or
(3) Is associated with a person or persons who significantly contributed to the culture and development of the city, county or state; or
(4) Exemplifies the cultural, political, economic, social or historic heritage of the community; or
Architectural and Engineering Importance
(5) Embodies those distinguishing characteristics of an architectural type or engineering specimen; or
(6) Is the work of a designer whose individual work has significantly influenced the development of the city or state; or
(7) Contains elements of design, detail, materials or craftsmanship which represents a distinctive architectural style; or
Geographic Importance
(8) By being a part of or related to a square, park or other distinctive area, should be developed or preserved according to a plan based on a historic, cultural or architectural motif; or
(9) Owing to its unique location or singular physical characteristic, represents an established and familiar visual feature of the neighborhood, community or city; or
Archeological Importance
(10) Has yielded, or may be likely to yield, information important in prehistory or history.
Historic Districts
(11) The area within the proposed boundaries shall have an internal historic cohesiveness in the sense of one of the following:
(a) A shared common history of its inhabitants; or
(b) A historical development pattern which reflects planning or growth or the city; or
(c) A shared architectural style or design; or
(d) A body of architecture illustrating the evolution of architectural styles over a period of time.
In determining the boundaries for the district, the Commission shall consider the following:
(12) Topographical or other geographical characteristics which distinguish the area; or
(13) Patterns or roads, paths or alleys which determine the size and shape of the parcels; or
(14) Historical patterns of development and resulting contrasts between scale and density; or
(15) Contrasts between the arrangement of buildings and landscape or open space features of the area.
