EDITOR'S NOTE: The City executes employment agreements, from time to time, with representatives of various classes of Municipal employees, which agreements provide for compensation and benefits for such employees. The provisions of this Chapter 258, therefore, are applicable only to those employees not covered by such agreements. Copies of the latest relevant legislation and of such agreements may be obtained, at cost, from the Clerk of Council.
The benefits of all full time, non-contract employees shall be the same as those of the division or department in which the employee is assigned.

As used in this chapter:
(a) "Officials and employees, means any and all members of Council, officers and employees of the City and members of any board or commission of the City, but shall not be deemed to include a person, firm or corporation retained by the City as special counsel or for other professional or expert advisory or consulting services.
(b) "Agency" means Council or any board or commission of the City or any department or division of the City.
(c) "Substantial financial interest" means any of the following interests in a business, firm or corporation: a proprietor; a member of a partnership; an officer or director of a corporation associated in the practice of law involving splitting of legal fees; or a shareholder in a corporation in which such person, his spouse and children together own not less than ten percent of all outstanding voting shares.
