238.01 ADMINISTRATIVE ASSISTANT TO THE DIRECTOR OF PUBLIC SERVICE; CLERK; BOND.
   (a)   There is hereby established two full-time positions of Administrative Assistants. One Administrative Assistant is to report directly to the Director of Public Service. The Director of Public Service shall appoint this position. One Administrative Assistant is to report directly to the Community and Economic Development Director. The Community and Economic Development Director shall appoint this position. These positions shall be in the unclassified service. The Administrative Assistants shall perform such duties as are assigned by the Directors.

   (b)   The Director is hereby authorized to employ a clerk within the Department of Public Service.
 
   (c)   The clerk shall comply with all the rules and regulations of the Civil Service Commission of the City and shall be in the classified service.
   The clerk shall give bond to the city in the sum of five thousands dollars ($5,000), which bond shall be approved as to form by the Director of Law.
