248.07 PART-TIME POLICE UNIT.
   (a)   Appointment of Members. There is hereby established within the Department of Public Safety a Part-time Police Unit, the members of which shall be appointed by the City Manager/Safety Director.
 
    (b)   Terms of Service. Part-time police officers shall serve as long as the City Manager/Safety Director may direct or until a resignation submitted by such an officer is accepted by the City Manager/Safety Director.
 
   (c)   Qualifications of Members. The members of the Part-time Police Unit shall be residents of the County and shall not be under twenty-one nor over fifty-five years of age at the time of their appointment. They shall meet such other requirements as are established by the rules and regulations provided for in subsection (e) hereof.
 
   (d)    Control of Unit. The Chief of Police shall be the Commanding Officer of the Part-time Police Unit and shall have full control of the assignments, training, stationing and direction of work of such Unit. The Part-time Police Unit shall have all police powers but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform or portion of such uniform. The Police Chief shall prescribe the time and place such uniform or portion thereof shall be worn. Part-time police officers shall obey the chain of command of the Division of Police and shall take orders from all regularly appointed members thereof.
 
   (e)    Rules and Regulations. The City Manager/Safety Director shall prescribe rules and regulations for the organization, administration, conduct and control of the Part-time Police Unit.
 
   (f)    Uniform. The City Manager/Safety Director is hereby authorized to prescribe by such rules and regulations the type of uniform or part thereof to be worn by members of the Part-time Police Unit.
 
   (g)   Benefits. Part-time police officers shall, at the expense of the City, be provided with:
      (1)   Insurance coverage and hospitalization protecting them while on duty;
      (2)   Uniforms, badges and other necessary equipment; and
      (3)   Liability insurance protecting them from any liabilities.
   The uniforms and badges shall remain the property of the City.
