(a) All employees and appointed officials of the City, shall be paid every two weeks on the Friday ending the two-week pay period. All department heads shall submit the necessary payroll vouchers for approval to the Civil Service Commission in sufficient time so that the payroll will be certified and paid every two weeks.
(b) All elected officials of the City shall be paid the second pay period of each month.
