§ 34.01 COMPENSATION AND FEE SCHEDULE.
   The City Council hereby establishes the following rates, fees, and administrative fines:
   (A)   Water/sewer and natural gas utilities.
      (1)   Water service.
         (a)   Base rate: $19 per month per ERU; plus
         (b)   Volume rate: $5.95 per 1,000 gallons used.
      (2)   Sewer service.
         (a)   Base rate: $20 per month per ERU; plus
         (b)   Volume rate: $6.30 per 1,000 gallons use; and
         (c)   Camper dump fee: $10 each time.
      (3)   Bulk water.
         (a)   Per tank: $25;
         (b)   Late payment fee: 10% of the amount overdue;
         (c)   Curb stop repair and digging: at the expense and responsibility of the property owner; and
         (d)   Water connect/disconnect:

      (4)   Natural gas service.
         (a)   Base rate: $30 per meter (exceptions will be considered by the City Council on a case by case basis);
         (b)    Volume rate: Rate will be based on a margin of $7.50 per mcf over paid rate to Perham, then divided by ten to create the CCF rate;
         (c)   Late payment fee: 10% of the amount overdue;
         (d)   Utility pre-payment: $200 for renters without owner service contracts;
         (e)   Connect/disconnect: $25 for seasonal or property ownership change;
         (f)   Gas installation/hookups:
            1.   $300 for 100 feet;
            2.   $3.75 per foot over 100 feet; and
            3.   Gas installations between October 1 and April 30 will be 40% more.
         (g)   Winter construction charges: time and materials;
         (h)   Main extensions (outside service area):
            1.   Over 360 feet: at cost of developer/property owner; and
            2.   Up to 360 feet with at least two meters: at the cost of the utility.
         (i)   Renter deposit for natural gas: $200.
   (B)   Public works.
      (1)   Generally.

      (2)   Small cell tower rent.

         (c)   A monthly fee for electricity used to operate a small wireless facility, if not purchased directly from a utility, at the rate of:
            1.   $73 per radio node less than or equal to 100 max watts;
            2.   $182 per radio node over 100 max watts; or
            3.   The actual costs of electricity, if the actual costs exceed the amounts in divisions (B)(2)(c)1. and 2. above.
   (C)   Land use management.
      (1)   Zoning permits.

   (F)   Fees and charges applicable to all licenses and permits.
      (1)   Issuance of duplicate license where original is lost, stolen, or destroyed: $20;
      (2)   Transfer fee (when transfer of license is permissible): $20;
      (3)   Late fee for applications submitted after applicant was required to have a current license or permit in effect, or for renewal of any license or permit which expires prior to next regular meeting of the City Council, after filing of the application: $100 or 10% of permit or license fee, whichever is greater; and
      (4)   Late fee for lease payments (airports and the like): 10% of amount due.
   (G)   Administration fees and miscellaneous charges.
      (1)   Copies: $0.25 per page;
       (2)   Color copies: $.50 per page;
      (3)   Faxes: $1.50 per page;
      (4)   Research for open records/public information requests: $25 per hour (over half-hour);
      (5)   Transportation (mileage) for city business: at current IRS approved rate;
      (6)   Administrative fee for NSF check charge: $30;
      (7)   Request to call a special meeting for the benefit of the individual: $300 per meeting; and
      (8)   Police Department fingerprinting services: $10 per card.
   (H)   Compensation schedule.
      (1)   Per week: $10;
      (2)   Per month: $25; and
      (3)   Seasonal (May 1 through November 1): $100.
