(A) It is unlawful for any person or entity to store refuse within the city for a continuous period in excess of seven days.
(B) Notwithstanding the provisions of this section, it shall not be unlawful for grass clippings, leaves, garden and yard wastes to be composted on the premises from which they were collected, nor for the city to operate a community collection spot for such materials.
