No person shall camp overnight on any public street or alley, or on any property owned, leased, or rented by the city, or in any city park, unless authorized to do so by the City Council for a special occasion or under special circumstances. No storage of personal items in any city park, including, but not limited to, vehicles, campers, watercrafts, fish houses, and trailers. STORAGE is defined as anything in excess of 72 hours.
