CHAPTER 282: ECONOMIC DEVELOPMENT ADVISORY BOARD

§ 282.01 ESTABLISHMENT AND PURPOSE.
   There is hereby established in and for the city an Economic Development Advisory Board to create and foster a positive responsible, cooperative, and continuous effort between business, industry, city government and the residents of the city.

§ 282.02 MEMBERSHIP, TERM AND COMPENSATION.
   (a)   The Economic Development Advisory Board shall consist of seven members, comprised of the following:
      (1)   The Mayor shall appoint five members to serve terms of two years each:
         A.   Two members shall be representatives of the Avon Lake/Avon Chamber of Commerce, but they need not be residents of the city; and
         B.   Three community members, who during the term of their membership, shall be residents of the city and shall hold no other elective or appointive office in the city administration.
      (2)   The Public Works Director or Director’s designee;
      (3)   A representative of Council; and
      (4)   The Finance Director or the Director’s designee shall serve as Secretary to the Economic Development Advisory Board.
   (b)   All members of the Economic Development Advisory Board shall be selected because of their knowledge and interest in matters relating to economic development and for their ability to competently represent the economic development of the community.
   (c)   The members of the Economic Development Advisory Board shall serve without compensation. With prior approval by Council, any expenses incurred by the Board or the members thereof in the performance of the business of the Board shall be paid from the municipal treasury.
   (d)   The Mayor and Finance Director or Director’s designee shall serve as ex officio members of the Board.

§ 282.03 POWERS AND DUTIES.
   (a) The Economic Development Advisory Board shall study and advise the administration of the city on areas to seek economic development, including the following:
      (1)   Industrial development;
      (2)   Commercial development;
      (3)   Residential development; and
      (4)   Recreational activity development.
   (b)   The Economic Development Advisory Board shall recommend ideas and programs to the city administration for:
      (1)   Marketing the city to outside business interests;
      (2)   Ways to meet the economic and business needs of current business and industry;
      (3)   Improving the city services to meet the economic needs of the city, including:
         A.   Infrastructure;
         B.   Recreation improvements; and
         C.   Educational programs.
      (4)   Abatement tax proposals.
