§ 830.01 BUSINESS AND COMMERCIAL ACTIVITIES PROHIBITED.
   No person shall engage in any business or commercial undertaking, or moor, anchor or in any way maintain in a stationary position any vessel or other structure for the purpose of engaging thereon in any business or commercial undertaking, or construct, maintain or operate any other obstruction or encroachment, movable or immovable, upon any of the waters of Lake Erie, or upon the soil beneath such waters, within two miles of that part of the natural shore line of Lake Erie which constitutes the northern boundary of the city.

§ 830.02 PERMITTED ACTIVITIES.
   Section 830.01 shall not be construed to prohibit the use of the waters of Lake Erie or the soil beneath such waters by members of the public for purposes of navigation and fishing, or the reasonable use thereof by littoral or shoreline owners, the rights of whom are recognized by general law, or the construction, operation, maintenance and use of piers, docks, wharves and other encroachments under lease from the city as provided by R.C. § 721.04.

§ 830.99 PENALTY.
   Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the third degree and shall be fined not more than $500 or imprisoned not more than 60 days, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
