GENERAL PROVISIONS
(A) The Zoning Commissioner shall have the duty of enforcing all building and housing regulations, as herein prescribed. He or she shall inspect all buildings repaired, altered, built or moved in the city as often as necessary to ensure compliance with all city ordinances. He or she shall have the power and authority to order all work stopped on any construction, alteration or relocation which violates any provisions prescribed herein. He or she shall issue permission to continue any construction, alteration or relocation when he or she is satisfied that no provision will be violated. The written order may be served by any city police officer.

(B) It shall be unlawful for any person to refuse to allow the Zoning Commissioner entry onto any land or into any building or structure where any construction, structural alteration, repair or relocation is taking place for the purpose of making lawful inspections pursuant to his or her duties and powers as Zoning Commissioner.

In the event that any of the provisions of Chapter 97 of this code pertaining to building materials and construction type are more stringent than the provisions of this chapter, then and in that event the provisions of Chapter 97 of this code shall be construed to control only with respect to those buildings and structures located within the fire limits of the city, as defined by § 97.16, unless otherwise specified in this chapter.
