§ 150.15  GENERALLY; REQUIRED; APPLICATION AND THE LIKE.
   (A)   Except in those instances where the issuance of building permits shall be controlled by §§ 97.16 or 150.16 of this code, it shall be unlawful for any person, firm or corporation to erect, construct, reconstruct, enlarge, structurally alter or move any building or structure, or any part or portion thereof, or to commence any grading or filling in connection therewith, or cause the same to be done, within the jurisdiction of the city without  first obtaining a building permit issued pursuant to the provisions of this section.
   (B)   It shall be unlawful for any person, firm or corporation to erect, construct, reconstruct, enlarge, structurally alter or move any sign, which is permanently attached to the outside of a building or structure, or permanently attached to the land on which it is situated, or cause the same to be done, within the jurisdiction of the city without first obtaining a building permit issued pursuant to the provisions of this section.
   (C)   Applicants for building permits issued pursuant to the provisions of this section shall prepare a written application therefor, upon a form furnished for such purpose by the city, completed in accordance with all instructions and directions of the form. The applications, when properly completed, shall be filed with the City Clerk together with the appropriate fee, as set forth in § 150.16, which fee shall be refunded in the event that the application is denied. It shall be unlawful for any person preparing an application for a building permit issued pursuant to this section to willfully misrepresent or misstate thereon any material fact, plan or intention.
   (D)   The Zoning Commissioner shall review every application made for a building permit issued pursuant to this section to determine whether the actions proposed and described in the application will conform with all applicable provisions of this code, including all standards and codes  incorporated therein, and with provisions of all other applicable codes, laws, ordinances, rules, regulations, resolutions and standards. In the event that the Zoning Commissioner determines that the work described in an application for a building permit issued pursuant to this section conforms with all applicable provisions of this code, including all standards and codes incorporated therein, and with provisions of all other applicable codes, laws, ordinances, rules, regulations, resolutions and standards, it shall  thereupon be the duty of the Zoning Commissioner to direct that the building permit applied for be issued by the City Clerk. It shall be the duty of the City Clerk to issue all building permits pursuant to the directions of the Zoning Commissioner.
   (E)   All building permits issued pursuant to this section shall expire by limitation and become null and void for all purposes whatsoever in the event that the work described therein is not begun within 90 days of the issuance of the permit. All building permits issued pursuant to this section shall expire by limitation and become null and void for all purposes whatsoever in the event that the work described therein is not substantially completed within one year of the issuance thereof; provided, however, that, the Zoning Commissioner, for good cause shown, may extend the building permit for the time as he or she may determine. In the event that any building permit issued pursuant to this section shall expire as hereinabove provided, it shall be the duty of the Zoning Commissioner to give written notice of the expiration to the person, firm or corporation issued the permit.
   (F)   It shall be unlawful for any person, firm or corporation granted or issued a building permit, pursuant to the provisions of this section, approving or authorizing the erection, construction, reconstruction, enlargement, structural alteration or movement of any building or structure, or any part or portion thereof, to cause or allow the building or structure to deviate in any material way from its manner of construction or final condition as represented in the application, submitted by the person, firm or corporation, upon the basis of which the building permit was issued.
