127.01 DEPARTMENT OF CITY MANAGER.
   (a)   For the purposes of administration the Departments of Public Service and Public Safety are combined into a principal administrative department known as the Department of City Manager, which is established and which shall consist of the following divisions:
      (1)   Division of Housing and Community Development;
      (2)   Division of Housing Inspection;
      (3)   Division of Public Works;
      (4)   Division of Sanitation;
      (5)   Division of Police;
      (6)   Division of Fire;
      (7)   Division of Engineering;
      (8)   Division of Parks, Recreation and Forestry;
      (9)   Division of Wastewater Treatment;
      (10)   Division of Motor Maintenance; and
      (11)   Division of Traffic. (Ord. 2000-142. Passed 9-18-00.)
   (b)   The City Manager shall be the head of the Department and shall have all powers conferred upon him by the Charter together with all powers conferred by general laws upon the Director of Public Service and Director of Public Safety in cities not inconsistent with the provisions of the Charter, and shall have other powers and authority as hereinafter specified and shall be allowed a secretary.

127.02 TIME LIMIT FOR PRESENTING UNION CONTRACTS TO COUNCIL.
   The City Manager shall present to Council the City Manager's final recommendation of all proposed negotiated union contracts to Council prior to the City Manager initialling such respective proposed negotiated union contracts and in no event later than fourteen calendar days after the City Manager has determined the respective proposed union contract is the draft the City Manager is prepared to recommend to Council for Council's acceptance by ordinance.

127.03 EEO OFFICER.
   (a)    There is hereby established the position of Equal Employment Opportunity (EEO) Officer whose function shall be to oversee and coordinate the policies and procedures of the City relative to hiring, retention, discipline and/or termination of employees to ensure that:
      (1)    No person is the subject of unlawful discrimination in employment with the City on the basis of religion, gender, age, disability, race, color, ethnicity, place of national origin or familial status;
      (2)    Policies supporting affirmative action in hiring practices are implemented in order to promote diversity within the City’s work force;
      (3)    Prompt and effective action is taken to investigate complaints of EEO violations, and respond appropriately;
      (4)    Department heads and supervisors are aware of and implementing the City’s policies with respect to Equal Employment Opportunity; and,
      (5)    All necessary records are maintained and reports filed in order to ensure regulatory compliance.
   (b)    The Human Resources/Payroll Administrator is hereby designated to be the EEO Officer of the City of Ashtabula as part of her or his regular duties.
