Sec. 19-161. Definitions.
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Operator means and includes every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner or who is in actual physical control of a vehicle.
Park or parking means the standing of a vehicle, whether occupied or not, upon a street otherwise than temporarily for the purpose of and while actually engaged in receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or an involuntary stopping of the vehicle because of causes beyond the control of the operator of the vehicle.
Parking meter means and includes any mechanical device or meter not inconsistent with this division placed or erected for the regulation of parking by authority of this division. Each parking meter installed shall indicate, by proper legend, the legal parking time established by the city and when operated shall at all times indicate the balance of legal parking time and at the expiration of such period shall indicate illegal or overtime parking.
Parking meter space means any space within a parking meter zone, adjacent to a parking meter, and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street adjacent to or adjoining the parking meter.
Parking meter zone means and includes any restricted street upon which parking meters are installed and in operation.
Street means any public street, avenue, road, alley, highway, lane, path or other public place located in the city and established for the use of vehicles.
Vehicle means any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks.

Sec. 19-162. Meter zones.
The parking meter zones of the city shall be established by the city council from time to time and listed on Appendix E of the Code of Ordinances of the City of Asheville.

Sec. 19-163. Installation and maintenance of meters; time limits.
(a)   The city manager is hereby authorized and directed to cause parking meters to be installed, placed and maintained within the parking meter zones as traffic conditions require. Such meters shall be placed upon the curb alongside or next to individual parking spaces to be designated as provided for in section 19-164. The city manager or such officials or other persons as he may select shall provide for the installation, regulation, control, operation and use of the parking meters provided for in this section and shall maintain such meters in good working condition.
(b)   Each parking meter shall be so set as to display a signal showing legal parking upon the deposit of the fee as established by the city council from time to time in its fees and charges manual. Each parking meter shall also be so arranged that, upon the expiration of the parking limits, it will indicate by mechanical operation and proper signal that the lawful parking periods have expired.

Sec. 19-164. Marking of metered spaces; method of parking in spaces.
(a)   The traffic engineer or such officers or persons as he may select shall place lines or marks on the curb and on the street about, alongside or in front of each parking meter to designate the parking space for which the meter is to be used. No vehicle shall be parked across any such line or mark or in any such way that the vehicle shall not be within the area so designated by such lines or markings.
(b)   Any vehicle parking in any parking space laid out at an angle to the curb shall be parked with the front of the vehicle facing the curb except for reverse angle parking where the back of the vehicle would face the curb. Any vehicle parking in any space laid out parallel with the curb shall be parked facing the same direction of travel as the adjacent travel lane. Such vehicle shall also be parked within the lines marked on the street for such parking spaces, whether at an angle or parallel with the curb.

Sec. 19-165. Depositing coin and setting meters; overtime parking.
(a)   When any vehicle is parked in any space alongside, next to or in front of which is located a parking meter, the owner, operator, manager or driver of such vehicle shall, upon entering the parking space, immediately deposit the required fee and shall set the meter in accordance with the instructions contained thereon. The parking space may then be used by such vehicle during the parking limits permitted. If such vehicle shall remain parked in such parking space beyond the permitted period, the parking meter shall display a sign indicating illegal parking and such vehicle shall be considered parked overtime. Each hour that any violation continues shall constitute a separate offense. It shall be unlawful for any person or operator to cause, allow, permit or suffer any vehicle registered in his name or under his control to be parked overtime or beyond the lawful periods of time as set forth.
(b)   This section shall be in effect between the hours of 8:00 a.m. and 6:00 p.m. each day, except Sunday, New Year's Day, Martin Luther King Holiday (third Monday in January), Good Friday (Friday before Easter Sunday), Memorial Day (last Monday in May), Independence Day, Labor Day (first Monday in September), Thanksgiving Day, Thanksgiving Friday, and three Christmas holidays observed by the city (Christmas Day, along with the first work day prior to and the first work day after Christmas Day). This section shall also not be applicable for any vehicle for which a limited event fee sticker has been purchased from the city and affixed to the motor vehicle for a limited event for vehicles, including automobiles and motorcycles, which limited event stickers shall allow the vehicle to which the sticker is affixed to remain parked in such parking space during an entire day of the limited event for that year, as set forth on the sticker.
