(A) For the purpose of this section, the following definitions apply unless the context clearly indicates or requires a different meaning.
HEAD LAMP. Shall not include passing lamp.
PASSING LAMP. An auxiliary front low-beam lamp which emits a white light.
(B) In addition to other requirements prescribed by this article and state law, by federal law or by local ordinance, all motorcycles, except when operated on actual trail rides conducted outside of public roads and highways, shall be equipped with:
(1) Two rearview mirrors, containing a reflective surface of not less than three inches in diameter, mounted one on each side of the motorcycle and positioned so as to enable the operator to clearly view the roadway to the rear of the vehicle;
(2) A windshield of sufficient quality, size, and thickness to protect the operator from foreign objects, except that in lieu of such windshield, the operator shall wear goggles or other protective eyewear which meets American National Standards Institute (ANSI) Standard Z87.1 and provides positive retention, or a face shield of material and design to protect the operator from foreign objects;
(3) A properly operating speedometer capable of registering at least the maximum legal speed limit for that motorcycle;
(4) A fender over each wheel. All fenders shall be of the type provided by the manufacturer;
(5) A horn which shall comply with the requirements of 47 O.S. § 12-401; and
(6) A muffler or other effective noise-suppressing system which shall comply with the requirements of 47 O.S. § 12-402.
(C) No person under 18 years of age shall operate or ride upon any motorcycle unless such person is properly wearing a crash helmet of a type which complies with standards established by 49 C.F.R. § 571.218.
(D) Handlebars on motorcycles shall not be higher than eye level of the operator.
(E) Stop lamps:
(1) Every motorcycle shall be equipped with at least one stop lamp meeting the requirements of this section.
(2) The stop lamp required by this section:
(a) Shall be mounted on the rear of the motorcycle;
(b) Shall display a red or amber light, or any shade of color between red and amber, visible from a distance of not less than 500 feet to the rear in normal sunlight; and
(c) Shall be actuated upon application of the brakes.
(F) Tail lamps:
(1) Every motorcycle shall be equipped with at least one tail lamp mounted on the rear on the vertical centerline of the motorcycle which shall emit a red light plainly visible from a distance of 1,000 feet to the rear, provided that in the case of a combination of vehicles, only the tail lamp on the rearmost vehicle need actually be seen from the distance specified.
(2) Every tail lamp shall be located at a height of not more than 60 inches nor less than 15 inches.
(3) Either a tail lamp or a separate lamp with a white light shall be so constructed and placed as to illuminate the rear license plate and render it clearly legible from a distance of 50 feet to the rear. Any tail lamp, together with any separate lamp for illuminating the rear license plate, shall be lighted whenever the headlamp or driving lamp is lighted. The operation of a motorcycle upon which the license plate is surrounded or framed, partially or in whole, by any additional lamp or otherwise lighted by any additional lamp, shall be a violation of this subsection (F).
(G) Head lamp:
(1) Every motorcycle shall be equipped with at least one head lamp emitting a white light which shall comply with the applicable requirements and limitations of 47 O.S. §§ 12-203, 12-203.4, 12-227, 12-228, and 12-602.1.
(2) Every head lamp upon every motorcycle shall be located at a height of not more than 54 inches nor less than 22 inches to be measured as set forth in 47 O.S. § 12-202(B).

No person shall operate any motorcycle or any motor scooter at a speed greater than the speed limit legally posted. In no event, nor at any time, may an operator under the age of 16 years operate a motorcycle or motor scooter, including a motor driven bicycle, at a speed greater than 35 mph, or at any time or any speed when prohibited by state law.

Any person who drives any vehicle in a careless or wanton manner without regard for the safety of persons or property, or in violation of the conditions outlined in 47 O.S. § 11-801, is guilty of reckless driving. Every person convicted of reckless driving shall be punished upon a first conviction by imprisonment for a period of not less than five days nor more than 90 days, or by a fine of not less than $100 nor more than $500, or by both such fine and imprisonment; on a second or subsequent conviction, punishment shall be imprisonment for not less than ten days nor more than six months, or by a fine of not less than $150 nor more than $1,000, or by both such fine and imprisonment.

It is unlawful for any person to drive, use, operate, park, cause to be parked, or stop any vehicle in a careless or negligent manner, or in such a manner as to endanger life, limb, person, or property, or as to interfere with the lawful movement of traffic or use of the streets.

Any person driving a vehicle on a public road or way shall drive the same in a careful and prudent manner and at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface, and width of the public way and any other conditions then existing. No person shall drive any vehicle upon a highway at a speed greater than will permit the driver to bring it to a stop within the assured clear distance ahead.
