§ 42-172. TRANSPORTING OF LOW-POINT BEER EXCEPT IN ORIGINAL, UNOPENED CONTAINER PROHIBITED; EXCEPTION.
   It is unlawful for any person to knowingly transport in any moving vehicle upon a public highway, street, or alley any low-point beer containing more than 0.05% alcohol by volume and not more than 3.2% alcohol by weight except in the original container which shall not have been opened and from which the original cap or seal shall not have been removed unless the opened container is in the rear trunk or rear compartment, which shall include the spare tire compartment in a station wagon or panel truck, or any outside compartment which is not accessible to the driver or any other person in the vehicle while it is in motion.

§ 42-173. UNLAWFUL TRANSPORTATION OF INTOXICATING BEVERAGE; PENALTY.
   It is unlawful for any person to knowingly transport in any vehicle upon a public highway, street, or alley within the city any alcoholic beverage, except in the original container which shall not have been opened and the seal upon which shall not have been broken and from which the original cap or cork shall not have been removed, unless the opened container is in the rear trunk or rear compartment, which shall include the spare tire compartment in a vehicle commonly known as a station wagon or panel truck, or any outside compartment which is not accessible to the driver or any person in the vehicle while it is in motion.

§ 42-174. ATTENTION TO DRIVING REQUIRED.
   The operator of every vehicle, while driving, shall devote his or her full time and attention to such driving. No law enforcement officer shall issue a citation under this section unless the operator of the vehicle is involved in an accident.

§ 42-175. SPEED CONTEST PROHIBITED.
   (A)   No person shall engage in, aid, or abet any motor vehicle speed contest or exhibition of speed on any street or highway.
   (B)   No person shall, for the purpose of facilitating or aiding, or as an incident to any motor vehicle speed contest upon any street or highway, in any manner obstruct or place any barricade or obstruction upon any street or highway.
   (C)   When three or more persons assemble to witness or participate in an unlawful speed contest, such assembly is an unlawful assembly, and any person who participates in such unlawful assembly is guilty of an offense.

§ 42-176. PERMITS REQUIRED FOR PARADES AND PROCESSIONS.
   No funeral, procession, or parade containing 200 or more persons or 50 or more vehicles, except the military forces of the United States and the military forces of this state, shall occupy, march, or proceed along any street except in accordance with a permit issued by the Chief of Police and such other regulations as are set forth herein which may apply.

§ 42-177. DRIVING THROUGH SAFETY ZONE.
   No vehicle shall, at any time, be driven through or within a safety zone or island.

§ 42-178. STARTING PARKED VEHICLE.
   No person shall start a vehicle which is stopped, standing, or parked unless and until such movement can be made with reasonable safety.

§ 42-179. OPENING AND CLOSING VEHICLE DOORS.
   No person shall open the door of a motor vehicle on the side available to moving traffic unless and until it is reasonably safe to do so; nor shall any person leave a door open on the side of a motor vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.

§ 42-180. OBSTRUCTIONS TO DRIVER’S VIEW OR DRIVING MECHANISM.
   (A)   No person shall drive a vehicle when it is so loaded, or when there are in the front seat such a number of persons, exceeding three, as to obstruct the view of the driver to the front or sides of the vehicle or as to interfere with the driver’s control over the driving mechanism of the vehicle.
   (B)   No passenger in a vehicle shall ride in such position as to interfere with the driver’s view ahead or to the sides or to interfere with his or her control over the driving mechanism of the vehicle.
