§ 42-156. DRIVERS IN A PROCESSION.
   Each driver in a funeral or other procession shall drive as near to the right-hand edge of the roadway as practical and shall follow the vehicle ahead as close as is practical and safe.

§ 42-157. FUNERAL PROCESSIONS TO BE IDENTIFIED.
   A funeral composed of a procession of vehicles shall be identified as such by the display upon the outside of each vehicle such identifying insignia as may be determined and designated by the Police Department.

§ 42-158. OVERTAKING AND PASSING IN SCHOOL ZONES.
   (A)   No driver of a vehicle shall pass any other vehicle which is in motion and being driven in the same direction in any school zone between the hours of 8:00 a.m. and 4:00 p.m. on all days when schools are in session.
   (B)   Wherever a school zone is located on a multiple lane street which is divided into three or more clearly marked lanes for traffic or where the right half of the roadway has been divided into two or more lanes, or on one-way streets, vehicles shall be allowed to pass slower moving vehicles being driven in the same direction where passing does not involve a change of lane movement.

§ 42-159. OVERTAKING AND PASSING SCHOOL BUS.
   (A)   The driver of a vehicle meeting or overtaking a school bus that is stopped to take on or discharge school children, and on which the red loading signals are in operation, is to stop the vehicle before it reaches the school bus and not proceed until the loading signals are deactivated and then proceed past such school bus at a speed which is reasonable and with due caution for the safety of such school children and other occupants. Any person convicted of violating the provisions of this subsection (A) shall be punished by a fine of not less than $100.
   (B)   Visual signals meeting the requirements of 47 O.C. § 12-228 shall be actuated by the driver of said school bus whenever, but only whenever, such vehicle is stopped on the highway for the purpose of receiving or discharging school children.
   (C)   The driver of a vehicle upon a highway with separate roadways need not stop upon meeting or passing a school bus which is on a different roadway or when upon a controlled-access highway and the school bus is stopped in a loading zone which is a part of or adjacent to such highway and where pedestrians are not permitted to cross the roadway.
   (D)   If the driver of a school bus witnesses a violation of the provisions of subsection (A) above of this section, within 24 hours of the alleged offense, the driver shall report the violation, the vehicle color, license tag number, and the time and place such violation occurred to the law enforcement authority of the municipality where the violation occurred. The law enforcement authority of a municipality shall issue a letter of warning on the alleged violation to the person in whose name the vehicle is registered. The office of the Attorney General shall provide a form letter to each municipal law enforcement agency in this state for the issuance of the warning provided for in this subsection (D). Such form letter shall be used by each such law enforcement agency in the exact form provided for by the office of the Attorney General. A warning letter issued pursuant to this subsection (D) shall not be recorded on the driving record of the person to whom such letter was issued. Issuance of a warning letter pursuant to this section shall not preclude the imposition of other penalties as provided by law.

§ 42-160. SCHOOL BUS REQUIREMENTS; LIGHTS; SIGNS; PAINTING.
   (A)   The provisions of § 42-159 shall be applicable only if the school bus is painted yellow and bears upon the front and rear thereon a plainly visible sign containing the words “SCHOOL BUS” in letters not less than eight inches in height which can be removed or covered when the vehicle is not in use as a school bus.
   (B)   The school bus shall be equipped with four red, alternately flashing warning signal lights, two of which shall be located as high and widely spaced as practicable on the same level on the front of the vehicle and two of which shall be located as high and widely spaced as practicable on the same level on the rear of the vehicle. The lights shall be a minimum of four inches in diameter and shall be widely separated. These lights shall be visible at 500 feet in normal sunlight.

§ 42-161. DRIVING OF VEHICLES ON SIDEWALK PROHIBITED; EXCEPTION.
   No person shall drive any vehicle within or upon any sidewalk area, except at a permanent or temporary driveway.

§ 42-162. LIMITATIONS ON BACKING VEHICLE.
   The driver of a vehicle shall not back the vehicle unless such movement can be made with reasonable safety and without interfering with any other traffic. No vehicle shall be backed into an intersection. No vehicle shall be backed upon any street or highway, except for such distance as may be necessary to permit the vehicle to enter the proper driving lane from a parked position. Such backing shall be done only after the driver of said vehicle has ascertained that such movement can be made without endangering other traffic.

§ 42-163. LIMITATION ON USE OF MOTORCYCLES, BICYCLES, AND MOTOR SCOOTERS.
   (A)   No driver of a two-wheel or three-wheel motor vehicle or bicycle shall carry any other person upon or within such vehicle on any street or highway, except as provided in this section.
      (1)   If any two-wheel or three-wheel motor vehicle with a wheel diameter of 12 inches or greater or any bicycle shall have either a double seating device with double footrests or a side car attachment providing a separate seating space within such sidecar attachment for each person riding therein so that such person shall be seated entirely within the body of the side car, then it shall be permissible for an operator who has attained the age of 16 years or older to carry a passenger.
      (2)   A demonstration ride by a licensed dealer or his or her employee is permissible.
   (B)   No motorcycle or motor scooter shall be ridden upon any sidewalk of the city.
   (C)   No rider of a motorcycle, bicycle, or motor scooter shall hold on to any moving vehicle for the purpose of being propelled.
   (D)   A person operating a motor scooter, motorcycle, motor-driven cycle, or motor bicycle shall ride only on the permanent and regular seat attached thereto. An operator of a motorcycle, motor scooter, or motor bicycle shall not carry any other person nor shall any other person ride on the vehicle unless it is designed to carry more than one person, in which event, a passenger may ride only upon the permanent and regular seat if designed for two persons, or upon another seat firmly attached to the rear or side of the operator.
   (E)   No driver of a motorcycle or motor scooter shall pass other vehicles in between lanes of traffic traveling in the same direction. Authorized emergency vehicles are excepted from the provisions of this subsection (E).
   (F)   No person shall operate any motorcycle or any motor scooter at a speed greater than the speed limit legally posted. In no event, nor at any time, may an operator under the age of 16 years operate a motorcycle or motor scooter at a speed greater than 35 mph.
   (G)   It is unlawful for any person to operate a motor-driven cycle, including a motor scooter or motor-driven bicycle, on a street in this city during a time when state law prohibits the operation of such vehicle.

§ 42-164. REQUIRED MOTORCYCLE EQUIPMENT, HEADGEAR.
   (A)   For the purpose of this section, the following definitions apply unless the context clearly indicates or requires a different meaning.
      HEAD LAMP. Shall not include passing lamp.
      PASSING LAMP. An auxiliary front low-beam lamp which emits a white light.
   (B)   In addition to other requirements prescribed by this article and state law, by federal law or by local ordinance, all motorcycles, except when operated on actual trail rides conducted outside of public roads and highways, shall be equipped with:
      (1)   Two rearview mirrors, containing a reflective surface of not less than three inches in diameter, mounted one on each side of the motorcycle and positioned so as to enable the operator to clearly view the roadway to the rear of the vehicle;
      (2)   A windshield of sufficient quality, size, and thickness to protect the operator from foreign objects, except that in lieu of such windshield, the operator shall wear goggles or other protective eyewear which meets American National Standards Institute (ANSI) Standard Z87.1 and provides positive retention, or a face shield of material and design to protect the operator from foreign objects;
      (3)   A properly operating speedometer capable of registering at least the maximum legal speed limit for that motorcycle;
      (4)   A fender over each wheel. All fenders shall be of the type provided by the manufacturer;
      (5)   A horn which shall comply with the requirements of 47 O.S. § 12-401; and
      (6)   A muffler or other effective noise-suppressing system which shall comply with the requirements of 47 O.S. § 12-402.
   (C)   No person under 18 years of age shall operate or ride upon any motorcycle unless such person is properly wearing a crash helmet of a type which complies with standards established by 49 C.F.R. § 571.218.
   (D)   Handlebars on motorcycles shall not be higher than eye level of the operator.
   (E)   Stop lamps:
      (1)   Every motorcycle shall be equipped with at least one stop lamp meeting the requirements of this section.
      (2)   The stop lamp required by this section:
         (a)   Shall be mounted on the rear of the motorcycle;
         (b)   Shall display a red or amber light, or any shade of color between red and amber, visible from a distance of not less than 500 feet to the rear in normal sunlight; and
         (c)   Shall be actuated upon application of the brakes.
   (F)   Tail lamps:
      (1)   Every motorcycle shall be equipped with at least one tail lamp mounted on the rear on the vertical centerline of the motorcycle which shall emit a red light plainly visible from a distance of 1,000 feet to the rear, provided that in the case of a combination of vehicles, only the tail lamp on the rearmost vehicle need actually be seen from the distance specified.
      (2)   Every tail lamp shall be located at a height of not more than 60 inches nor less than 15 inches.
      (3)   Either a tail lamp or a separate lamp with a white light shall be so constructed and placed as to illuminate the rear license plate and render it clearly legible from a distance of 50 feet to the rear. Any tail lamp, together with any separate lamp for illuminating the rear license plate, shall be lighted whenever the headlamp or driving lamp is lighted. The operation of a motorcycle upon which the license plate is surrounded or framed, partially or in whole, by any additional lamp or otherwise lighted by any additional lamp, shall be a violation of this subsection (F).
   (G)   Head lamp:
      (1)   Every motorcycle shall be equipped with at least one head lamp emitting a white light which shall comply with the applicable requirements and limitations of 47 O.S. §§ 12-203, 12-203.4, 12-227, 12-228, and 12-602.1.
      (2)   Every head lamp upon every motorcycle shall be located at a height of not more than 54 inches nor less than 22 inches to be measured as set forth in 47 O.S. § 12-202(B).
