§ 1-18-2 WESTLAND FRAMEWORK PLAN.
   (A)   The application SPR-96-02, "Westland Framework Plan," located in the extraterritorial jurisdiction of the City of Albuquerque, north of Interstate 25, south of the Petroglyph National Monument, west of Unser Boulevard and east of a line one-quarter mile west of Paseo del Volcan, attached to Resolution No. 51-1998 and made a part hereof, is hereby adopted as the guiding document for the development of land within the identified plan boundaries based on the findings and subject to the conditions contained in the Environmental Planning Commission's Official Notice of Decision dated May 16, 1997 but with the following amendments to the conditions:
      (1)   Condition 8 shall be modified to restrict a third corridor (middle) crossing of the Atrisco Terrace to utilities, drainage and trails; however, roadway and other transportation facilities may be added to this corridor at a future date if the City Council determines that they are required to serve the area's transportation needs and the City Council expressly approves the expansion of the corridor for transportation needs.
      (2)   Conditions 12 and 15 shall be modified to reflect that the Framework Plan has not indicated scheduling and funding sources or a strategy for funding of infrastructure, and Conditions 12 and 15 shall continue to be required to be met prior to further approvals by the city.
      (3)   Condition 14 shall be modified to delete “preceding” and insert in lieu thereof “proceeding.”
      (4)   Condition 5 shall be modified to delete the last sentence and insert in lieu thereof: “Public acquisition is expected to proceed in accordance with the 1/4 cent tax and priorities; however, the Master Plan shall be amended to conform with the Comprehensive Plan if the area is removed from the acquisition process.”
   (B)   The Westland Framework Plan is not, by this action, being adopted as a city sector development plan.
   (C)   The Westland Framework Plan is amended to change to zoning designation of the affected property from SU-2 for Town Center Village to SU-2/SU-1 for Regional Sports Complex and Related Facilities for Parcels C-2-A, C-3-A, and C-3-C, Westland North, and associated updates to maps, a table and text, and to incorporate changes based on the conditions of approval.
