§ 1-12-12 LOS CANDELARIAS VILLAGE CENTER METROPOLITAN REDEVELOPMENT AREA AND PLAN.
   (A)   The Council hereby finds and determines that the Los Candelarias Village Center MRA is an area which, by reason of the presence of a substantial number of deteriorated and deteriorating structures, unsafe conditions, deterioration of site and other improvements, lack of adequate zoning enforcement, obsolete and impractical planning and platting, and low levels of commercial activity and redevelopment, substantially impairs and arrests the sound growth and economic well-being of the City and the Los Candelarias Village Center MRA, constitutes an economic and social burden, is a menace to the public health, safety, and welfare in its present condition and use, is a blighted area and it is appropriate for a Metropolitan Redevelopment Project(s).
   (B)   The Council hereby finds that the rehabilitation, conservation, development and redevelopment of and in the Los Candelarias Village Center MRA is necessary in the interests of the public health, safety, morals and welfare of the residents of the City.
   (C)   The Agency is hereby authorized and directed to prepare or to cause to be prepared a detailed Metropolitan Redevelopment Plan(s) for the Los Candelarias MRA which, without limitation, shall seek to eliminate the problems created by the blighted area, shall conform to any general plan for the City as a whole, and shall be sufficient to indicate the proposed activities to be carried out or encouraged in the blighted area and the Plan's relationship to define local objectives respecting land uses, improved traffic patterns and controls, public transportation, public utilities, recreational and community facilities, housing facilities, commercial activities or enterprises, and other public improvements.
   (D)   Amendments. The Metropolitan Redevelopment Area Plan is amended to remove the subject site, Lots 3 and 4, Major Acres Subdivision, an approximately 1.0 acre site located on Major Avenue, between 10th St. NW and 12th St. NW, from the Metropolitan Redevelopment Area and Village Core boundary as shown on Exhibit 1 (page 9), Exhibit 10 (page 42) and Exhibit 11 (page 43) and to change the zoning designation of the subject site on Exhibit 11 (page 43) from SU-2/RT to R-1.
