(A) The Council hereby finds and determines that the Soldiers and Sailors Park Metropolitan Redevelopment Area is an area which, by reason of presence of a substantial number of deteriorated or deteriorating buildings; faulty lot layout in relation to size, adequacy, accessibility, or usefulness; unsanitary or unsafe conditions; deterioration of site or other improvements; low levels of commercial activities or redevelopment; and the combination of the above factors, substantially impairs and arrests the sound growth and economic health and well-being of the city and the Soldiers and Sailors Park Metropolitan Redevelopment Area; constitutes an economic and social burden; is a menace to the public health, safety, morals and welfare in its present condition and use; is a blighted area and is appropriate for a Metropolitan Redevelopment Project(s).
(B) The Council hereby finds that the rehabilitation, conservation, development and redevelopment of and in the Soldiers and Sailors Park Metropolitan Redevelopment Area is necessary in the interest of the public health, safety, morals and welfare of the residents of the city.
(C) The Council hereby declares the area identified in Exhibit A attached to Resolution No. 155-1985 to be the Soldiers and Sailors Park Metropolitan Redevelopment Area.

(D) The City Council, after having conducted a public hearing, finds that:
(1) The Plan, and the proposed activities under the Plan, will aid in the elimination and prevention of blight; and
(2) The Plan conforms to the general plans of the city as a whole; and
(3) The Plan affords maximum opportunity, consistent with the needs of the community, for the rehabilitation and redevelopment of the Soldiers and Sailors Park Metropolitan Redevelopment Area by private enterprise; and the objectives of the Plan justify the proposed activities as public purposes and needs.
(E) The Soldiers and Sailors Park Metropolitan Redevelopment Plan for the Soldiers and Sailors Park Metropolitan Redevelopment Area, attached to Resolution No. 159-1985, is hereby approved in all respects.
