(A) The area described on the exhibit attached to Resolution 161-1982 as an expansion to the University Neighborhoods Area is hereby determined and declared to be a blighted area, as that term is defined by the Community Development Law of the State of New Mexico, appropriate for community development projects.
(B) The city, by this action, is hereby authorized to prepare or cause to be prepared detailed community development plans for activities to be carried out in the area herein designated in accordance with the Community Development Law of the State of New Mexico, provided that no community development activities shall be conducted until said plans have been approved by the City Council, as provided by the Community Development Law.
(C) The redevelopment activities to be undertaken in the area herein designated under community development plans to be subsequently adopted are hereby determined and declared to be necessary in the interest of the health, safety and welfare of the residents of the city.
