§ 1-12-4 ST. JOSEPH'S HOSPITAL METROPOLITAN REDEVELOPMENT AREA AND PLAN.
   (A)   Project I, Old St. Joseph's Hospital renovation.
      (1)   The City Council, after having conducted a public hearing, finds that:
         (a)   The proposed Old St. Joseph's Hospital renovation will aid in the elimination and prevention of blight;
         (b)   The Project Plan does not require the relocation of any families and individuals from their dwellings; therefore, a method for providing relocation assistance is not required for the project;
         (c)   The Project Plan complements the Albuquerque/Bernalillo County Comprehensive Plan and the Plan affords maximum opportunity, consistent with the sound needs of the city, for the rehabilitation and redevelopment of the St. Joseph's Hospital Metropolitan Redevelopment Area by private enterprise; and the objectives of the Plan justify the proposed activities as public purposes and needs.
      (2)   The Metropolitan Redevelopment Plan for Project I, Old St Joseph's Hospital renovation in the St. Joseph's Hospital Metropolitan Redevelopment Area is hereby approved in all respects
   (B)   Project III, Woodward Center Development Area.
      (1)   All action (not inconsistent with the provisions hereof) heretofore taken by the City Council, the Metropolitan Redevelopment Agency, and the officers of the city, directed toward the Plan, the construction of Two Woodward Center, and the sale and issuance of the bonds therefore, shall be and the same hereby is ratified, approved and confirmed.
      (2)   The City Council, after having conducted a public hearing, finds that:
         (a)   The Plan, and the proposed activities under the Plan, including construction of Two Woodward Center, will aid in the elimination and prevention of blight; and
         (b)   The Plan does not require the displacement or relocation of any families or individuals from their dwellings; therefore, a method for providing relocation assistance is not required for the Plan; and
         (c)   The Plan conforms to general plans of the city as a whole; and
         (d)   The Plan affords maximum opportunity, consistent with the needs of the community, for the rehabilitation and development of the St. Joseph Hospital Metropolitan Redevelopment Area by private enterprise; and the objectives of the Plan justify the proposed activities as public purposes and needs.
      (3)   The Plan (Project Ill Redevelopment Plan for the St. Joseph Hospital Metropolitan Redevelopment Area) is hereby approved in all respects.
      (4)   In order to promote the local health and general welfare, safety, convenience and prosperity of the inhabitants of the city, it is the City Council's intent to take all necessary and advisable steps to effect the issuance of bonds pursuant to the Redevelopment Bonding Law in a principal amount up to $2,000,000 in order to defray part or all of the costs of constructing Two Woodward Center. As part of Project III, such Project to be located within the St. Joseph Hospital Metropolitan Redevelopment Area of the city; provided that this expression of intent is conditioned upon the issuance of bonds on or before December 31, 1984.
      (5)   Nothing contained in this section, nor in any other instrument shall be considered as obligating the city to any pecuniary liability or a charge upon the general credit of the city or against its taxing power, it being understood that no costs are to be borne by the city except what is paid out of the proceeds of the proposed bond issue; all expenses reasonably incurred by the city in connection therewith are to be promptly reimbursed by the company.

   (C)   The St. Joseph Hospital Metropolitan Redevelopment Plan is hereby adopted as an amendment to the Urban Development Plan for the Civic Auditorium Area dated 12-17-73.
   (D)   This Metropolitan Redevelopment Plan shall serve as a guide to all redevelopment activities within the area, including condemnation and disposition of property, public and private improvements, land use, and issuance of requests for redevelopment proposals.
   (E)   Option 1 as described and so designated on the plan map is hereby adopted as a guide to the sale of Civic Auditorium land to effect the purposes of the aforementioned Metropolitan Redevelopment and Urban Development plans.
   (F)   It is hereby found and determined that there are no residences within the boundaries of the designated Urban Development Plan for the Civic Auditorium Area, as amended, and that the adoption of this Urban Development Plan will not cause the relocation or displacement of residents.
   (G)   The amended Urban Development Plan for the Civic Auditorium Area conforms to the master plan of the municipality, known as the Albuquerque/Bernalillo County Comprehensive Plan.
   (H)   Implementation of the amended Urban Development Plan for the Civic Auditorium Area will eliminate blighted conditions and will afford maximum opportunity, consistent with the needs of the city as a whole, for the rehabilitation or redevelopment of the area by private enterprise.
