(A) It is found and determined that there exists a feasible method for the location of families who will be displaced by this project from the Neighborhood Development Program, A-1-2 Area, in decent, safe and sanitary dwelling accommodations within their means and without undue hardship to such families.
(B) The amended Neighborhood Development Program Urban Renewal Plan for the NDP A-1-2 Area conforms to the General Plan of the city as a whole.
(C) The amended Neighborhood Development Program Urban Renewal Plan for the NDP A-1-2 Area will afford maximum opportunity consistent with the sound needs of the city as a whole, for the rehabilitation or redevelopment of the A-1-2 Area by private enterprise;
(D) The Urban Renewal Plan for the Neighborhood Development Program, as amended, is hereby in all respects approved and the Executive Director of the Urban Development Agency is hereby directed to file a certified copy of said amendment entitled, “Amendment No. 3-1974 to the Modified General Urban Renewal Plan for Neighborhood Development Program of Albuquerque, New Mexico” with the minutes of this meeting.
