(A) The area described as the University Neighborhood Area is hereby determined and declared to be a blighted area, as that term is defined by the Community Development Law of the state of New Mexico, appropriate for community development projects.
(B) The city, by this action, is hereby authorize to prepare or cause to be prepared detailed community development plans for activities to be carried out in the area herein designated in accordance with the Community Development Law of the state of New Mexico, provided that no community development activities shall be conducted until said plans have been approved by the City Council, as provided by the Community Development Law.
(C) The redevelopment activities to be undertaken in the area herein designated under community development plans to be subsequently adopts are hereby determined and declared to be necessary in the interest of the health, safety and welfare of the residents of the city.
