(A) The city shall support the Albuquerque International Balloon Fiesta in its efforts to continue this international event which is held annually in Albuquerque.
(B) The city shall provide in-kind services each year to the Albuquerque International Balloon Fiesta for balloon flying events. These in-kind services shall be limited to activities that the city can provide in the conduct of ordinary business. These services shall include, traffic control to and from the Balloon Fiesta Park for nine launch events -- four mass ascension events, four balloon competition events, and one key grab event; fire protection-pumper truck and rescue services; Balloon Fiesta Park dust control for launch events; Sun Tran supervision costs, miscellaneous transportation expenses, and Sun Van labor costs.
(C) The city shall provide other services to the Albuquerque International Balloon Fiesta that cannot reasonably be obtained from private contractors; and that these services be provided on a marginal cost recovery basis.
(D) The administration shall promulgate policy and cost recovery guidelines for services provided under division (C) above.
(E) The city shall be recognized as an official sponsor of the Albuquerque International Balloon Fiesta.
