§ 6-6-6 MOTION PICTURE AND TELEVISION PROMOTION.
   (A)   The city does hereby establish policy to actively encourage motion picture and television production, including commercials, and other related activities within the city and its environs. This shall be accomplished by:
      (1)   Providing potential developers and producers of motion pictures and television programming by brochure or other informational packets information regarding the benefits of such local production including inventories of available support resources, inventory of places and scenery for various kinds of filming, and other appropriate promotional information.
      (2)   Developing procedures to facilitate motion picture and television production activities as they might involve city right-of-way, property, personnel, and activities. Such procedures shall:
         (a)   Be governed by the general policy that city facilities shall be made available at no charge unless added expenses are incurred, in which case reimbursement shall be provided.
         (b)   Assure no undue interference or interruption to city operations; and services to the public.
         (c)   Require all local and state laws and regulations be observed.
         (d)   Require producers to hold the city harmless and to provide insurance to cover any potential risks with the city named as co-insured.
      (3)   Coordinating and cooperating with the state and other interested entities in motion picture and television promotional activities.
   (B)   The position of City Coordinator of Motion Picture and Television Promotion is hereby created and attached to the Mayor's office. The Coordinator shall be employed by the Mayor with the advice and consent of the Council, and shall have the job of implementing the policies and developing the procedures mandated by this section.
