(A) The Council recognizes that the reconstruction of Runway 8-26 is necessary to ensure the safety and security of the traveling public at Albuquerque International Sunport.
(B) The Mayor, acting by and through the Aviation Department, is hereby authorized to continue a PFC of $3.00 at the Albuquerque International Sunport in accordance with the Act and the regulations promulgated thereunder, for reimbursement of the airport equity expenditures for the projects listed in Section 1.
(C) Such PFC imposition and use shall coincide with the Runway 8-26 reconstruction project and outstanding debt service associated therewith.
(D) (1) The Council recognizes that the following airport improvements, for which PFC-reimbursement is sought, will be completed in order to enhance the safety and security of the traveling public at the Albuquerque International Sunport:
(a) Runway 3-21 Extension;
(b) Terminal Apron Rehabilitation;
(c) Communications Upgrades;
(d) Public Space Capacity Enhancements;
(e) Mechanical/Electrical/Fire Safety Upgrades;
(f) Customs/Federal Inspection Station;
(g) Passenger Screening Checkpoint Expansion;
(h) Refurbishment of Terminal Facilities;
(i) Spirit Drive Extension;
(j) University Boulevard Extension.
(2) Projects total approximately $69.0 million in non-grant, airport equity expenditures, including consultant fees for PFC application development.
