(A) The perimeter of Civic Plaza will be used to memorialize or honor historic city and/or state events, individuals or groups. Such memorials will conform to the concepts described in the Camino Real, Road of Life Heritage Drive Plan. This plan provides a framework and outlines a process for the development of artwork to commemorate individuals, groups and/or events of significance to the history of the city and state. This policy shall apply only to permanent artwork.
(B) The present Holocaust Memorial is the third such memorial placed on Civic Plaza, each having replaced a previous version. This Holocaust Memorial has been "grandfathered" into the interior of Civic Plaza.
