(A) The Old Main Library will continue in public use as a free public library for preserving and collecting written and printed material concerning local history, Spanish heritage, and genealogy.
(B) This facility will be for use by the public for research, browsing and educational exposure in areas relating to local history and culture.
(C) All written and printed material in storage or in use in the Old Main Library shall be and will remain the property of the city.
