§ 4-7-1 FIVE-YEAR GOALS.
   (A)   The City of Albuquerque adopts the following Vision Statement: Albuquerque is an active, thriving, culturally rich, sustainable, high desert community.
   (B)   The City of Albuquerque adopts the following five-year goals and related desired community conditions commencing in Fiscal Year 2012 to be used in conjunction with the development of the Fiscal Year 2012 Budget and subsequent annual budgets thereafter:
      (1)   Human and Family Development. All residents have the opportunity to participate in the community and economy, and are well sheltered, safe, healthy, and educated.
         (a)   Residents are literate and educated.
         (b)   Youth achieve desired educational outcomes.
         (c)   Youth achieve responsible social development..
         (d)   Residents are active and healthy.
         (e)   Residents have access to physical and mental health care.
         (f)   Families are secure and stable.
         (g)   Safe, decent, and affordable housing is available.
         (h)   Senior citizens live and function in optimal environments.
         (i)   Residents are safe from public health risks.
         (j)   Residents have a balance of means, opportunity, and avenues of support needed to provide for their basic needs.
      (2)   Public Safety. The public is safe and secure, and shares responsibility for maintaining a safe environment.
         (a)   The public is safe.
         (b)   The public feels safe.
         (c)   Travel in the city is safe.
         (d)   The public trusts its public safety agencies.
         (e)   Residents, businesses, and public safety agencies work together for a safe community.
         (f)   Domestic animals are responsibly cared for and provided safe and healthy home environments.
         (g)   The community is prepared to respond to emergencies, natural disasters, catastrophic acts, and other events that threaten the health and safety of the public.
      (3)    Public Infrastructure. Existing communities are adequately and efficiently served with well planned, coordinated, and maintained infrastructure. New development is efficiently integrated into existing infrastructure and the costs are balanced with the revenues generated.
         (a)   A reliable water system meets health and safety standards.
         (b)   Wastewater systems meet quality standards.
         (c)   The storm water system protects lives, property, and the environment.
         (d)   Information technology infrastructure is accessible throughout the community.
         (e)   Safe and affordable integrated transportation options meet the public's needs.
         (f)   The street system is well designed and maintained.
         (g)   Existing communities are adequately and efficiently served with well planned, coordinated, and maintained infrastructure.
         (h)   New development is efficiently integrated into existing or approved infrastructure and its costs are balanced with the revenues generated and adopted city development policies.
         (i)   Sustainable, environmentally sensitive supplies of energy are available.
         (j)   The infrastructure is efficient and environmentally sensitive.
      (4)    Sustainable Community Development. Guide growth to protect the environment and the community's economic vitality, and create a variety of livable, sustainable communities throughout Albuquerque.
         (a)   Parks, open space, recreation facilities, and public trails are available, accessible, and strategically located, designed, and maintained.
         (b)   Albuquerque's built environments are safe, habitable, well maintained, and sustainable.
         (c)   A balance of densities, land uses, and pedestrian friendly environments is available throughout Albuquerque.
         (d)   The downtown area is vital, active, safe, and accessible.
         (e)    Safe and accessible mixed-use areas with housing, employment, civic functions, recreation, and entertainment exist throughout Albuquerque.
      (5)    Environmental Protection and Enhancement. Protect and enhance Albuquerque's natural environments - its mountains, river, bosque, volcanoes, arroyos, air, and water.
         (a)   Air, water, and land are protected from conditions that are harmful to people and the environment.
         (b)   Water resources are sustainably managed, conserved, and protected to provide a long term supply and drought reserve.
         (c)   Solid wastes are generated no faster than natural systems and technology can process them.
         (d)   Open Space, Bosque, the River, and Mountains are preserved and protected.
         (e)   Residents participate in protecting the environment and sustaining energy and natural resources.
         (f)   The public is well informed about and appreciates the natural environment and its biodiversity.
      (6)   Economic Vitality. Achieve a vital, diverse, and sustainable economy in which businesses and residents have opportunities for success.
         (a)   The economy is diverse and broad-based.
         (b)   The economy is vital, prosperous, and consistent with local and regional resources.
         (c)   There are abundant, competitive, career oriented employment opportunities.
         (d)   Entrepreneurs and businesses of all sizes develop and prosper.
      (7)   Community and Cultural Engagement. Residents participate in the life and decisions of the community to promote and enhance pride, cultural values and resources, and ensure that Albuquerque's community institutions are effective and responsive.
         (a)   Residents actively participate in civic and public affairs.
         (b)   Residents participate in community organizations, activities, and events.
         (c)   Residents have an accurate understanding of community conditions.
         (d)   Residents appreciate, foster, and respect Albuquerque's arts and cultures.
         (e)   Relations among Albuquerque's cultures and races are positive and respectful.
      (8)   Governmental Excellence and Effectiveness. Government is ethical, transparent, and responsive to its citizens. Every element of government contributes effectively to meeting public needs.
         (a)   Leaders work together for the good of Albuquerque.
         (b)   All city employees and officials behave ethically.
         (c)   Leaders cooperate and coordinate with the other governments in the MRCOG region.
         (d)   Albuquerque participates in mutually beneficial cooperative relationships with other governments.
         (e)   Government and its leaders are responsive to changing community and customer conditions.
         (f)   City government and its leaders serve, and are responsive to, Albuquerque's citizens.
         (g)   Government protects the civil and constitutional rights of citizens.
         (h)   Customers conveniently access city services, officials, public records, and information.
         (i)   Citizens participate in their governance.
         (j)   Financial assets are maximized and protected, and analyzed and reported accurately, understandably, and usefully.
         (k)   City assets are protected while responding fairly to inappropriate city actions.
         (l)   Products, services, and materials are obtained efficiently, fairly, and in a timely manner.
         (m)   City services, operations, and finances are measured and audited as needed and meet customer needs.
         (n)   Competent, well-trained, motivated, and empowered employees contribute to the achievement of city goals and objectives.
         (o)   The work environment for employees is healthy, safe, and productive.
         (p)   City staff is empowered with information and have information processing capacity.
         (q)   Rights of way are obtained and managed and their use optimized for the public's benefit with fair compensation for use.
         (r)   City real property is effectively obtained and managed in the public's interest, and disposed of when public purpose has changed.
         (s)   City fixed assets, property, and infrastructure meet city goals and objectives.
         (t)    Departmental human and financial resources and fixed assets are managed efficiently and effectively.
   (C)   That the Mayor and the Council, in accordance with the City Charter and Section 2-11-3 (D) (1) of the City Code ROA 1994 shall jointly develop one-year objectives consistent with the five-year goals. These objectives shall be specific and measurable efforts for Fiscal Year 2012 and subsequent fiscal years to achieve the goals adopted herein and shall be incorporated in the FY 2012 Budget, which, pursuant to Section 2-11-3 of the City Code ROA 1994, shall continue to focus on performance of city services in the context of achieving the five-year goals.
