§ 4-6-12 AUTOMATED VICTIM NOTIFICATION SERVICE AND INMATE INFORMATION LINE.
   (A)   The Bernalillo County Corrections and Detention Center shall establish and operate an automated multi-lingual victim notification service via contract with the VINE Company, as the sole source provider of the only automated system for victim information and notification in the United States.
   (B)   The Bernalillo County Corrections and Detention Center shall additionally establish and operate an inmate information line for use by the public via a contract with the VINE Company.
   (C)   Callers utilizing the inmate information line will be charged a nominal fee to access the information, which fees are expected to generate sufficient revenues to fund the costs of both the victim information line and the victim notification program. That governmental entities and lawyers who utilize the victim information line during the course of their involvement in the criminal justice system shall be exempted from access fees. For any costs not covered by revenues generated by access fees for the inmate information line, it is assumed that revenues generated by inmate pay-phones are sufficient to cover remaining costs.
   (D)   A one-time set-up fee of $13,500 shall be appropriated from the unreserved balance of the General Fund into the Transfer to the Corrections/Detention Program, Fund 110, and $13,500 shall be appropriated from New Revenue to the Corrections/Detention Program, Fund 260, for FY/97 to set up the Victim Notification Program.
   (E)   The Corrections and Detention Center management shall promulgate administrative regulations for implementation of these programs.
   (F)   These programs should be initiated at the earliest possible date.
