(A) Five teams shall be established to remove graffiti which is visible from public property. The teams shall give priority to removal of graffiti in high traffic areas, bus stops and situations reported to the Anti-Graffiti Hotline.
(B) The Office of Anti-Graffiti shall coordinate the work assignments of the teams. Each team shall normally be assigned to a specific area of the city. The five areas are as follows:
(1) Northeast. East of I-25 and north of I-40 to the city limits.
(2) Southeast. East of I-25 and south of I-40 to the city limits.
(3) Downtown. West of I-25 to the Rio Grande and south of Lomas Blvd. to the city limits.
(4) North Valley. West of I-25 to the Rio Grande and north of Lomas Blvd to the city limits.
(5) Westside. West of the Rio Grande extending to the city limits.
(C) Funds in the amount of $44,000 are hereby appropriated from the unreserved fund balance of the General Fund to the Neighborhood Coordination Program (30002) In the Community Services Department for the Office of Anti-Graffiti. The funds shall be used for hiring the necessary temporary personnel, and operating expenses associated with graffiti removal activities including paint, paint supplies, fuel and vehicle maintenance. This appropriation represents funding for a four-month period for a pilot program.
(D) This program shall begin immediately following the adoption of this legislation.
(E) The Office of Anti-Graffiti shall report to the Council at the end of the four-month period summarizing the activities, accomplishments and effectiveness of the program. The report shall also provide recommendations regarding the continuance of the graffiti removal teams.
