§ 4-6-1 PROGRAM OF VOLUNTEER SERVICES TO ANIMALS.
   (A)   A program of volunteer services to animals is hereby established. The Mayor or his designated representative and the Animal Control Citizens Advisory Committee shall cause such a program to be organized. Existing animal humane organizations shall be consulted and involved in the program. The volunteer services to animals shall be an independent voluntary auxiliary to the City Animal Control Program, established under its own by-laws with an appropriate name chosen by the founders.
   (B)   The purpose of the volunteer services to animals program is to increase the effectiveness of the City Animal Control Program and to provide a mechanism for volunteers to contribute to the accomplishment of the Animal Control Program's objectives. The volunteer services to animals program shall include fund raising, humane education, promotion of spaying and neutering of animals, location of humane homes for impounded animals in lieu of destruction, recruitment of all new members, and other services which further the objectives of the Animal Control Program and serve the citizens of Albuquerque.
