§ 4-4-4 PROJECT TREESTART.
   (A)   The “Project Treestart” Advisory Committee shall be formed to plan and maintain a related community awareness campaign to extend for the length of the ten year program to provide information about the importance and relevance of city-wide tree planting, and that the responsibilities and duties of the Committee shall include, but not be limited to the following:
      (1)   Identification of acceptable tree types, i.e., non-allergy causing trees and shrubs, trees and plant-life requiring minimal maintenance and water, and low cost trees and landscaping materials.
      (2)   Identification of exact locations to plant trees, shrubs and indigenous plant-life within the city limits, i.e., acceptable medians, designated neighborhoods, Albuquerque Public Schools, freeways, to be coordinated with other public and private landscaping efforts with the city.
      (3)   Identification of the availability of resources for the funding of “Project Treestart,” to include individual, civic and corporate contributions, as well as contacts for the low-cost purchase of trees, shrubs and other landscaping materials.
      (4)   Development of marketing and fundraising strategies for the purpose of keeping “Project Treestart” a unique and vital program within the local community, to include work with the local media and the city's Public Information Office, assisting in the creation of appropriate slogans, messages and information to be disseminated in PSA's and related efforts.
      (5)   Develop public and private partnerships to secure any necessary funds to cover the cost of planting trees and shrubs.
      (6)   Identification, on a yearly basis, of the individual and group participants to assist in the planting of the trees, shrubs and indigenous plant-life within the designated locations outlined by the Advisory Committee.
   (B)   The Mayor shall appoint, with the advice and consent of the City Council, a “Project Treestart” Advisory Committee consisting of nine members, inclusive of a committee coordinator from the Parks and Recreation Department, appointed for a minimum term of two years. The Committee shall include a representative from the following organizations and city agencies: the University of New Mexico, Albuquerque Public Schools, Office of Neighborhood Services, Environmental Health, the Sierra Club, the Albuquerque Chamber of Commerce, the American Society of Landscape Architects and the New Mexico Association of Nursery Industries.
   (C)   The “Project Treestart” Advisory Committee shall make regular, annual written reports to the Mayor and the City Council regarding the progress on tree and shrub planting efforts within the city and its organized fundraising activities.
