(A) The name of the documents which has been known as the “Albuquerque Master Drainage Study, January 1981” and as the “Albuquerque Master Drainage Plan Study” shall hereafter be known as the “Albuquerque Master Drainage Plan.” This document is appended hereto.
(B) The Master Drainage Plan's drainage policy concepts, consisting of “Study Assumptions” and “Operations and Maintenance” proposals, are accepted and adopted for the area covered by this plan: the area between the Rio Grande and Tram way Boulevard and between the Tijeras and Bear Canyon Arroyos. There is no presumption that the same policy concepts apply to other areas.
(C) The Master Drainage Plan's storm drainage projects are adopted.
(D) Chance of the concepts of the Master Drainage Plan and major changes of projects are amendments of the plan and must be approved by the Council. Detailed design drawings and minor deviations in projects, such as exact location, pipe system resizing, or pipe system realignments, are not amendments of the plan and do not require approval of the City Council.
(E) The capital projects proposed in the Master Drainage Plan are subject to the capital improvements programming process of the city; normally they are to be provided in the priority established in the plan.
