(A) The Facilities Plan for the South Valley Sewers Phase I, Priority I Project and the Application for Step 2 of said Project is hereby approved for submission to the New Mexico Environmental Improvement Agency and the United States Environmental Protection Agency.
(B) The Facilities Plan for the aforesaid project is accepted and adopted as an integral part of the Master Plan for the city in accordance with N.M.S.A. § 14-18-11, (1953 Comp.).
