The Transit Service Expansion Plan in Attachment I to Res. 32-2000 is hereby approved for implementation in three phases.
(A) Phase One: The Administration is hereby directed to implement all expansions specified in Attachment I but not included in Subsections (B) or (C) below on April 1, 2000. These expansions can be made without adding buses to the existing fleet.
(B) Phase Two: The Administration is hereby directed to implement the peak hour service expansions specified in Attachment I for the following routes by September 1, 2000 to allow sufficient time to expand the bus fleet through acquisition of smaller vehicles or used vehicles, leasing of vehicles, or an alternative method identified by the Transit Department: Louisiana (Route 3), San Mateo (Route 4), Airport/UNM Loop (Route 14), Wyoming (Route 31), and Atrisco Circulator.
(C) Phase Three: The Administration is hereby directed to implement service expansions specified in Attachment I on Fourth Street (Route 10) and on Isleta (Route 53) by September 1, 2000, contingent upon conclusion of negotiations with Bernalillo County regarding cost-sharing for these routes. If negotiations with Bernalillo County are not concluded by September 1, 2000, these service expansions shall be implemented six months after conclusion of these negotiations.
