   (A)   The Council hereby adopts the Centralized Contractor Operated Program for inspection and maintenance as the auto emissions pollution control program for the city.
   (B)   The Council hereby approves the contract attached to Resolution 16-1982 with Hamilton Test Systems.
   (C)   The Mayor shall develop an ongoing committee to monitor the process of implementing the Inspections and Maintenance Program. This committee shall set deadlines for development of amended enforcement ordinances, monitor the public relations and contract process, in a report monthly to the Council and the Mayor on the progress of the program and necessary actions to improve the implementation process.
   (D)   The Mayor shall make semi-annual reports to the City Council on the status of the vehicle emissions testing program and discuss any policy recommendations, if necessary.
