§ 4-1-6 EMPLOYEE PAID BENEFIT PROGRAMS.
   (A)   Vendors wishing to offer 100% employee paid benefit programs may solicit city employees under the following conditions:
      (1)   Employees may be solicited at their work site during coffee breaks, lunch periods, and before and after work. Prior approval of these solicitations must be obtained from the Chief Administrative Officer and the Department Director to insure that no disruption of work occurs;
      (2)   Only an area predesignated by the Department Director may be used for these purposes;
      (3)   Any material to be passed out should be reviewed by the Personnel Department to determine that there is no implied or direct endorsement by the city of the product or services being offered;
      (4)   Vendors must present a disclaimer to employees at the time of solicitation which states that the city makes no representation as to the quality of programs being offered.
   (B)   When a vendor submits proof to the Personnel Department that at least 1% of current permanent city employees wish to enroll in a 100% employee paid benefit program, a payroll deduction will be initiated. A fee may be assessed to recover administrative costs associated with the payroll deduction process.
   (C)   The Personnel Department will make every effort to allow employee benefit programs authorized to collect premiums through payroll deduction to participate in presenting their programs during the annual open enrollment process.
