(A) The city's Affirmative Action Plan attached to Resolution No. 3-1981 is hereby adopted by the city.
(B) Responsibility for the Equal Opportunity/Affirmative Action Program of the city, under the present Charter, shall be assigned as follows:
(1) Policy. City Council, Mayor Administration: Chief Administrative Officer and Affirmative Action Officer with support of the Personnel Department and each city department director.
(2) Monitoring.
(a) Affirmative Action Office. Overall and general monitoring, internal investigation, and result-oriented action.
(b) Human Rights Board. Recommendations to the Mayor, or Chief Administrative Officer and formal investigations.
(c) OCETA. Selective monitoring through contract compliance activities.
(3) Evaluation. Affirmative Action Task Force and the Human Rights Board (as empowered by the Human Rights Ordinance).
(4) Enforcement. Mayor, Chief Administrative Officer, and Affirmative Action Officer.
(C) It shall be the responsibility of the Affirmative Action Officer, under the direction of the Chief Administrative Officer and with the review and recommendations of the Affirmative Action Task Force, to prepare and submit to the City Council for approval, guidelines setting forth standards and procedures for the city's Equal Opportunity/Affirmative Action Program. The guidelines shall comply with applicable federal, state and local laws, regulations and guidelines prohibiting discrimination in employment, and will take into account problems and progress in the city's effort to provide equal opportunity.
(D) It shall be the responsibility of each city department director to review and analyze the composition of its work force as required by equal employment opportunity laws and regulations, and its policies, practices and procedures. The review and analysis shall be based upon the standards and procedures contained in the approved City Affirmative Action Program.
(E) It shall be the responsibility of the Affirmative Action Office to prepare and submit for the approval of the Mayor, Chief Administrative Officer and the City Council, a city Affirmative Action Plan. The Affirmative Action Task Force and Human Rights Board shall review the Plan and make recommendations for appropriate changes.
(F) In support of the Affirmative Action Program, the City Council and Mayor will ensure that adequate city resources are assigned to implement the program and the Mayor shall closely review and hold city management personnel accountable for the program's progress within their respective departments.
(G) All city departments shall work closely with the Affirmative Action Office to develop and implement effective Affirmative Action Programs.
(H) The Affirmative Action Task Force will evaluate and report through the Affirmative Action Officer to the Chief Administrative Officer, on a quarterly basis its findings and recommendations regarding progress under the City's Affirmative Action Program.
(I) The Affirmative Action Goals for Employment are hereby adopted by the city.
(J) The authority to amend the Affirmative Action Program and Affirmative Action Goals for Employment as necessary is hereby vested in the Chief Administrative Officer.
(K) The Affirmative Action Officer shall prepare an annual Affirmative Action progress report for the council in January of each year.
