§ 4-1-1 MANPOWER PROGRAM AND THE COMPREHENSIVE EMPLOYMENT TRAINING ACT.
   (A)   The basic and ultimate purpose of CETA programs is to get persons into permanent jobs. Other functions such as training, supportive services, job development, et al, are the means by which the goals of jobs are attained.
   (B)   The major thrust of the fiscal year 1977 manpower program shall be directed toward the economically disadvantaged family unit strategy. The strategy shall first place primary wage earners into jobs under all CETA Titles. Title I funds primary emphasis will be directed for economically disadvantaged families and the funds are to get the family income above the poverty level by bringing into the program a second family member.
   (C)   Quality, long-term training shall be offered in occupational fields which are projected to have a future demand by city business and industry. Such quality, long-term training shall be funded by the federal government under the appropriate CETA Title(s).
   (D)   Other CETA special target-groups among the economically disadvantaged, unemployed and underemployed shall be afforded services and placement as available with preference to Special and Vietnam era veterans. Other special target groups include the handicapped, youth, elderly, and ex-offenders. The goals for the ethnic mix of all target groups as a whole shall be based on their proportionate representation of the total economically disadvantaged population with resources allocated accordingly.
   (E)   A Request for Proposal (RFP) system will be utilized in accordance with the Comprehensive Employment and Training Act.
   (F)   An effective and comprehensive evaluation and analysis system shall continue to be developed by which the effectiveness and impact of the manpower program may be measured in a continuing way.
   (G)   A comprehensive plan covering the above objectives in detail with recommended goals, shall be developed by the OCETA Planning Board and submitted to the Council for consideration and approval. Subsequently the approved plan will be submitted to the U.S. Department of Labor in conformance to the fiscal year 1977 planning schedule.
   (H)   Equal Employment Opportunity provisions including affirmative action plans as specified under CETA will be enforced by the prime sponsor.
