(A) A pedestrian management area along Avenida Cesar Chavez is hereby established from the over-crossing of the Albuquerque Metropolitan Flood Control Authority South Diversion Channel to Buena Vista Drive and along University Boulevard from Basehart to Sunshine Terrace Avenue SE. The City shall also study the effects of traffic from sporting events on pedestrians in the neighborhoods surrounding the established pedestrian management area, and shall make recommendations for protecting pedestrians in the surrounding neighborhoods before, during and after such events.
(B) A policy is established to designate funding in the 2005 General Obligation Bond Program for the construction of safe high capacity pedestrian routes within the critical pedestrian management area.
(C) The City will work with the Mid-Region Council of Governments Metropolitan Transportation Board and the Board of Regents of the University of New Mexico to seek funding to develop safe high capacity pedestrian routes within this pedestrian management area.
