It is the policy of the city that all separate airport facilities operated by the city constitute a municipal airport system and that net income from one facility may be pledged to pay revenue bonds for projects at a different facility, provided the following conditions are met:
(A) Each new airport facility shall become self-supporting as quickly as possible.
(B) The funding needs of the Albuquerque International Airport shall have a higher priority for funds generated by the International Airport than those of any other facility.
(C) Prior to the opening of any new airport facility, a financial plan shall be presented to the Council for its approval. The plan shall include projected revenues and expenditures for each component of the system.
