The city hereby adopts the policy that any new transit buses purchased by the city after October 1, 1978, specially equipped for accessibility to the handicapped and mobility impaired, shall not in any way jeopardize the present or future operation and possible expansion of the special demand-response van service for those physically handicapped individuals who are unable to effectively utilize even an accessible fixed-route bus system.
