§ 3-8-1 TRANSIT SYSTEM.
   (A)   The policy of the city is that the transit system shall be restructured in order to place primary emphasis on developing and maintaining a commuter system during heavy commuter hours.
   (B)   The commuter system developed shall emphasize the following:
      (1)   Providing transportation to those desiring to use the system during the peak traffic hours of 5:45 a.m. to 9:00 a.m., and 3:00 p.m. to 6:45 p.m.
      (2)   Establishing hub and express routes.
      (3)   Providing greater transportation opportunities to those attending evening events by offering park and ride services for sporting events, Christmas shoppers, concerts and other similar special events.
      (4)   Providing specialized transportation opportunities for businesses, educational institutions, government employers and other entities that employ substantial numbers of people.
   (C)   The Mayor and Transit Department shall take steps to encourage organizations that have daytime parking to offer or volunteer as park-and-ride locations if they are in high density routes.
   (D)   The Mayor and Transit Department shall encourage local media to help promote public transportation.
   (E)   The Mayor and Transit Department shall encourage business and community leaders to use the city buses for their transportation needs.
   (F)   The Mayor and Transit Department shall develop and employ a market strategy aimed at identifying large concentrations of potential bus users and ways in which they may be encouraged and otherwise provided with incentives to use the city transit system.
   (G)   It is the policy of the city that the transit system increase its revenues in order to support more regular and special routes and more days and longer hours of operation.
   (H)   It is the policy of the city to aggressively seek funds from all available sources, such as the state of New Mexico, the federal government, private organizations, etc. to enable the city to retrofit its entire fleet of Sun Tran buses in order to provide accessible public transportation to persons with mobility impairment.
