(A) The city should not obtain additional storage for its water in Abiquiu Reservoir in the absence of a clear economic justification and a determination that the benefits of such storage to the city outweighs any adverse effects.
(B) The Public Works Department shall investigate alternatives for use and disposition of the city's annual allotment of San Juan-Chama water. These alternatives shall include but are not limited to: aquifer recharge and the selling of water for industrial, agricultural and municipal uses.
