(A) Whenever providing legal notice to Albuquerque residents by publication in a local newspaper, the city shall observe the following policies:
(1) In publishing notice of proposed ordinances by title and subject matter, the city will use the two daily newspapers of general circulation among Albuquerque residents;
(2) In publishing notice of enacted ordinances in their entirety or by title and a general summary, the city will use any newspaper which seems effective in getting out the legal notice to the interested public; the city will periodically change newspapers, but such change will not be more frequent than each six months;
(3) The city will also publish the titles of enacted ordinances in Spanish in an appropriate newspaper in general circulation in Albuquerque; this will be for the convenience of citizens and not as official notice.
(B) Whenever providing legal notice to another geographic area by publication in a local newspaper, the city shall use the newspaper with the highest circulation among the residents of that other geographic area.
